Where is the Smallest City by Population?

The smallest city in the world is Hum. It is actually a tiny town which is located in the central part of Istria, Croatia, 7 kilometres from Roh, on a hill above the Mirna Valley. It is a rare example of urban development within city walls. It has a population of only 23 people. Hum is a city-monument. Hum was built with stone. Despite its small number of residents Hum has preserved the old ritual ‘Election of the prefect for a year’. In Croatia, Motovun is best known for its Motovun Film Festival, held each year at the end of July.
