The princes were minors. Therefore, Bhishma looked after the kingdom as the regent, helping Satyavati in all matters of the state. He also arranged for the education of the three young princes.
Dhritrashtra was physically the strongest; Pandu was the best archer and Vidura was the wisest in all matters of state and right conduct. As the three grew older, it became necessary to choose the appropriate heir to the empty throne of Hastinapur.
Both the princes were adept in warfare. Dhritrashtra was strong but could not be appointed king being blind. Therefore, Pandu was chosen king of Hastinapur as per the ritual. Vidura was made Chief Minister. After it was done, queen Satyavati was concerned about the marriage of the two princes. She called Bhishma and Vidura and asked them who would hand over her daughter in marriage to blind Dhritrashtra.
