It was not an easy job to execute the aforesaid plan. For this purpose it was necessary to organise the general public. Consequently after consideration a resolution was passed to form a strong organisation for revolution. This task was divided into three regments.
Correspondence with kings, Nawabs and landlords and to side with them in the plan was the job of first deptt. Babu bhatt was the incharge of this depet.
To form the organisation of revolutionaries in military was the task of second deptt. This task was entrusted to Mr. Jawala Parsad.
The job of third deptt. was to prepare general public mentally for mutiny. Azimullah Khan was appointed leader of this deptt.
Nana Sahib was the chief of this organisation and no action could be carried out without his consent and every decision of Nana Sahib was depended upon Tantya Tope.
Thus it is clear that in the formation of this organisation Tantya Tope was in the lead role. Although all the proceedings were to be performed by name of Nana Sahib.
Rigidity of the kings
First of all, on behalf of Nana Sahib Baba Bhatt started correspondence with those King and Nawabs who were displeased by any means with British. They were asked to unite for expected revolution.
Initinly the states and native states did not take any interest in this proposal.
But when British merged Avadh in British empire in 1856 all the rulers got worried. Avadh was a powerful and rich estate. Wajed Ali Shah, the ruler possessed a high dignity. Now small estates and native states understand when estate like Avadh and rulers like Wajed Ali Shah cannot survive the British onslaught who will count them. Now they realise the gravity of the situation.
In result letters in favour of revolution started reaching Nana Sahib from different states. Several kings expressed their opinion to participate actively in the revolution.
Mogul Kingdom of Delhi, Luxmi Bai the empress of Jhansi, Kunwar Singh of Bihar and learned Ahemadullah Shah, the ruler of Faizabad gave their consent.
In addition messengers of Nana Sahib went to other Kings and handed over his message to participete in the coming revolution.
On the other side spies appointed by Jawala Parsad went to military cants to raise the sentiments of Indian soldiers against the British. A secret adjustment was challied out to send messages from one cant to another. British couldn’t get any idea about it.
Miracle of red Lotus
To convey any revolutionary message in military was a big problem, but the chief leader of revolution Tantya Tope adopted a new and innovative idea to tackle this problem. Lotus was selected for this job.
Revolutionary messengers used to go in military cants with a red lotus and hands it over to Indian military officer. Offiecr would ask them and hand them over a lotus in return. After that soldiers of that cant. would go to other cant with the red lotus.
Soldiers had strong feelings towards that red lotus. When that red lotus reached in cant with a fresh message that day there was joy all around. Each and every Indian soldiers held red lotus with pride. That meant—to express their solidarity towards expected revolution.
Bread circle
To continue the fire of revolution was a difficult task. This task was such as one enters in the tigers den, count their teeth without knowing them or to steal soot from a person’s eyes while he is awaken.
But where there was keen intelligent as Tantya Tope even this was not an impossible job.
Revolution proclaimers were busy with their tasks assuming disguise of hermits, beggers, saints, astrologers, soldiers or passengers.
Through these channels signals of revolution were reaching every nook and corner.
During those days alongwith lotus circle, bread circle too was in action. Watchman of a village use to go to the other village and handed over that bread to the watchman of the other village. The news of bread spread in entire village. When villagers gathered he used to distribute each a piece of bread which people assume with reliance. There after watchman of that village used to prepare a bread and despatch it to the watchman of next village.
The bread circle had spread in the whole country and thus it attracted the attention of the British.
British agencies came in action but even after their extreme efforts they could not find the core programme.
Infact reaching a bread in a village meant—Revolution—And possession of the bread piece meant—Ready to take part in revolution.
