Bullying: A Bad Manner

I am in my final year of primary school and I am a perfect. At my school, prefects are expected to help the teacher make sure that the other students behave well.
Last week one of the younger students came to me and said that one of his friends was being bullied. He said that his friend was scared to tell any of the prefects or teachers in case he was bullied even more
I know that bullying is the real problem in many schools nowadays, but I was not aware that it was affecting our school. Our new principal has announced that she has plans to institute a bullying policy, but these plans have not yet been put in effect.
I was disturbed to hear the charge of bullying but, first of all, I had to speak to Sam, the student who claimed to have been bullied. At first, Sam denied being bullied but I could see that he was not telling the truth. He looked extremely upset.
Finally, he admitted it. He was almost crying when he told me what had happened. He said that one of the older boys are in my class, was taking money from him. At first he did not give but then the bully twisted his arm up behind his back. The bully had also torn some of Sam’s clothes and damaged some of his exercise books and text books. Sam had got into trouble for this, but he was too scared to tell it to his parents or teacher what had really taken place. The bully was also doing the same things to other students.
This was obviously too much big problem for a perfect. I went to see the principal and she is going to deal with the matter. I hope the bully is punished and that the bullying stops.
